Lili brings over 35 years of experience in nonprofit and higher education leadership to her work, with a strong passion for service and community impact. Throughout her career, she has held key roles including Executive Director, Program Operations Director, and Director of Emergency Assistance. In recognition of her dedication, Lili was honored with JEA’s Light It Forward Award in Jacksonville, Florida—an award that celebrates nonprofit professionals who go above and beyond to assist low-income individuals with utility bill support.
Lili holds an Education Specialist Degree in Education Administration from the University of Nebraska and a Master’s Degree in Public Administration from Central Michigan University. Her leadership is guided by compassion, experience, and a commitment to empowering others through equitable access to resources and services.
Director of Operations – Scott Graham – [email protected]
Scott Graham serves as the Director of Operations at the Mental Health Association of Franklin and Fulton Counties. In this role, he oversees the day-to-day operations of the organization and provides ongoing support to staff across all programs.
Scott is currently pursuing a Bachelor’s degree in Psychology with a focus on Mental Health, with plans to continue on to a Master’s level degree. His commitment to personal and professional growth is reflected in his hands-on leadership style and deep understanding of the field.
Before stepping into his current role, Scott served as the organization’s Housing Program Manager, where he worked closely with peers facing housing instability, financial hardship, or risk of homelessness. Prior to joining MHAFF, Scott spent 11 years working in the Intellectual and Developmental Disabilities (IDD) field, bringing with him a wealth of experience in advocacy, person-centered support, and community-based services.
Scott is passionate about building stronger, more inclusive systems of support for individuals on their journey toward recovery and stability.
Business Manager – Elizabeth Torres – [email protected]
Elizabeth Torres serves as the Business Manager at the Mental Health Association of Franklin and Fulton Counties (MHAFF), where she brings over 15 years of dedicated service across a variety of roles within the organization. Her deep knowledge of MHAFF’s operations, combined with her strong organizational skills and commitment to the mission, make her an essential part of the team.
Elizabeth is bilingual, allowing her to connect with and support a broader range of individuals in the community. She is passionate about creating an inclusive and welcoming environment for everyone MHAFF serves.
Outside of work, Elizabeth enjoys spending time with her family, cooking, volunteering in the community, and caring for her growing collection of plants. Her caring spirit and strong work ethic are reflected in all that she does, both at MHAFF and beyond.

Peer Support Services Program Manager – Denita Mohney – [email protected]
Denita is the Program Manager for the Peer Support Services Program at the Mental Health Association of Franklin and Fulton Counties. In her role, she supports a dedicated team of Certified Peer Specialists, ensuring they have the tools, guidance, and encouragement they need to support others on their recovery journeys. She also ensures the program operates in full compliance with OMHSAS (Office of Mental Health and Substance Abuse Services) regulations.
Denita holds a Bachelor’s degree in Human Development and Family Studies from Penn State University. She brings a strong foundation of experience to her role, having previously worked for many years as a Behavioral Specialist in IDD group homes. She also has a background in youth services, giving her a broad perspective on supporting individuals across the lifespan.
Denita is passionate about empowering others and creating supportive, recovery-oriented environments where individuals feel heard, valued, and connected.
I/FST Program Manager – Alex Stanton – [email protected]
Alex serves as the Program Manager for the Individual/Family Satisfaction Team (I/FST) at the Mental Health Association of Franklin and Fulton Counties (MHA). In this role, she oversees outreach to Franklin and Fulton County residents who have Medical Assistance and are engaged in behavioral health or drug and alcohol services. Through structured interviews and satisfaction surveys, Alex and her team ensure individuals receive the support they need and have access to the resources essential for success in recovery and daily living.
The I/FST team also conducts Independent Monitoring for Quality (IM4Q) interviews, which assess the satisfaction and quality of life of individuals receiving services through Pennsylvania’s developmental disability system. This data, centered around themes such as dignity, respect, inclusion, personal growth, and individual rights, is used to guide improvements across the system and enhance quality of life for service recipients.
Alex holds a Bachelor’s degree in Sociology from Shippensburg University and is currently pursuing her Master’s in Public Health. She brings valuable experience from her previous roles as a direct support professional for individuals with intellectual and developmental disabilities (IDD) and as a case manager for justice-involved youth.
In addition to her work at MHA, Alex is actively involved in statewide advocacy as a board member for both the Suicide Prevention Alliance (SPA) and the Pennsylvania Mental Health Consumers’ Association (PMHCA). Her passion for mental health, equity, and systems improvement is reflected in every aspect of her work.
Housing Program Manager – Austin Garcia – [email protected]
Austin is the Housing Program Manager at the Mental Health Association of Franklin and Fulton Counties, where he is dedicated to helping individuals secure and maintain safe, stable housing. He works closely with low-income individuals, including those living with mental health challenges and disabilities, to provide vital support and resources that promote long-term stability and well-being.
With a Bachelor’s degree in Criminal Justice and previous experience as a case manager for at-risk youth, Austin brings a strong foundation in advocacy and social services. His passion for supporting vulnerable populations drives his commitment to ensuring everyone has access to the housing and support they need to thrive.
